This is used company build 110-125 volts AC 400 Hz elapsed time counter meter. It is in a nice anodized box. The ac line cord COULD plug into your household ac outlet, BUT don't do it. IT will burn out the timer.
IT WILL NOT WORK ON 60 HZ HOUSEHOLD AC VOLTAGE.
Normally a 60 Hz device will not be damaged by 400 Hz, but a 400 Hz device will be burned up on 60 Hz.
This picture tells you all you need to know about the timing counter.
To use this item, you just plug it into whatever the 400 Hz source is. As long as the 400 Hz is on, the time meter runs. As you can see in this picture there is 644.1 hours displayed. There is NO reset button. It will keep valid records for your test needs. NO ONE CAN RESET the timer to "adjust" the hours.
IMPORTANT: Your unit MAY NOT have these hours on it. It will be under 1000 hours.

I have a 400 Hz source that will drive this unit. I did test this unit. IT WORKS!!

There is a circuit inside that activates the meter. Turn on the front panel switch and it uses this circuit to activate the relay that applies power to the timing meter.
I worked in a calibration laboratory (Metrology) for 20 years. This is a nice item.
